Network operator
A payment provider, ISO, city or organization. It controls the brand, the merchants, the offers and the reporting.

Members

Who funds the rewards
Funding is set per program and stated in the program terms. Rewards can be funded by participating merchants, by the network operator, by brands that fund offers to members, or by a mix of these.
